Scrying magic, a form of divination magic, has been shown, in the comic, working. As explained many times before, the antimagic is alive, and can somewhat determine what magic may affect it negatively. As said, healing magic for example would actually work on Phil, because the magic has no reason to prevent beneficial magic. It’s ability to determine this is what is in question and it’s gotten better with time.
