I like the implication there that Phil just had a mental BSOD moment where he didn’t realize what he was looking at. He just stared for like a full second before it registered.

I give it a 40% chance that Kate decided to use the illusion instead of an actual dress idea, possibly at Michelle’s suggestion. I doubt she would be naked under the illusion but easily reasonable for her to have an illusion to cover details that only show up when she is moving like leg slits that allow better mobility.
